Introduction

An Australia skills assessment is a formal assessment that is conducted by a government designated authority (GDA) to verify that your skills and experience are equivalent to Australian requirements for the occupation you have nominated. You can’t skip it and must be able to pass it for most visa categories that require points and are employer-sponsored. In this guide, you will learn everything you need to know, including what it entails, how much it costs, what visas require it, and the questions applicants ask most frequently.

What is a Skills Assessment and why does it exist?

There are two purposes of a skills assessment. Firstly, it shows that you have the skills and knowledge that the occupation you choose requires, not your job title, but your nominated occupation from the ANZSCO occupation description. Second, it provides a consistent and clear basis for visa eligibility assessment for broader skilled visa streams under the General Skilled Migration program for both the Department of Home Affairs and state and territory governments.

There is one set of assessing authorities for each occupation and a person does not choose between a number of assessing authorities, they simply have one. One of the most frequent and costly errors made when applying is applying to the wrong one, which means having to reapply and make a new application fee for a different one.

PR Requirements: Which Visas Need a Skills Assessment

For most of the points-tested and employer-sponsored pathways into Australia, a positive assessment is required for progression. A typical use would be needed for:

  • Subclass 189 (Skilled Independent), points-tested (no state or employer sponsorship) visa
  • Subclass 190 (Skilled Nominated), is an additional state/territory nomination in addition to the points test.
  • Subclass 491 (Skilled Work Regional), applicants who wish to undertake an extended stay in a regional area.
  • Subclass 186 (Employer Nomination Scheme), in the Direct Entry stream.
  • Subclass 494 (Skilled Employer Sponsored Regional), in most cases
  • Subclass 482 (Skills in Demand), for a smaller set of occupations, mostly certain trades

The requirements change from time to time so please check the Department of Home Affairs website for the exact requirement for your visa subclass before applying.

The Application Process, Step by Step

The Australia skills assessment process follows roughly the same shape across every authority, While the format for a document checklist and specific timeline vary by authority, the Australia skills assessment process generally takes the same form in each authority.

Before You Submit

  1. Verify occupation & ANZSCO Code: This determination sets the stage for all other decisions, such as which authority to use to assess how to prepare your document list and even which visa may be granted to you. Look for a description that is most similar to your actual role and not necessarily your business card title, as assessors will make the comparison against the occupation description, not your business card title. If two occupations appear to fit, then choose the one that you feel you really do better in your daily work, as this is the most common reason for a negative outcome later.

  1. Gather your document:. Begin early as this will take longer than most anticipate. Academic transcripts and certificates of degree, reference letters detailing your specific role and dates of employment, a current CV which is identical to the reference letters, English language test results (where applicable as required by the author) and identity papers such as passport. If the document is not in English, it must be translated into English and this can take a few weeks depending on the language pair and availability of the translator.

3.See the authority’s particular requirements:  Do not take it upon yourself to use a checklist that is from another authority. The formatting rules, acceptable evidence types, and limitation of file size differs from ACS, EA, VETASSESS and the rest. If you are about to scan anything, check your assessing authority’s document requirements page before you do, otherwise you’ll be wasting time reformatting documents later.

After You Submit

  1. Application and pay the fee: Nearly all government bodies are now accepting applications via their website. Before submitting, check each file uploaded as some portals will not allow documents to be replaced after the application has been submitted, just additional documents if later requested.

  1. Answer promptly any requests for additional information: When an application is marked as incomplete, the processing clock typically stops rather than resumes processing until the application is addressed. During this period, authorities typically set a time frame for the response—usually a few weeks—and it’s a good idea to follow up on your registered email frequently, rather than assuming nothing heard equals good news.

  1. Receive your outcome: If it is positive, it is safe to proceed with your visa. If it’s negative, it doesn’t necessarily mean it’s a lost cause, most authorities will give you the chance to make a formal request for a reconsideration of the submission, or to apply again with more compelling evidence, depending on the circumstances.

  1. Use the outcome in your visa application:. If it is still valid when you submit your Expression of Interest, then it will be submitted as a positive assessment, and if it remains valid when you actually lodge your visa application, it will be included in the actual visa application. Make sure to have a copy of your outcome letter on hand for your visa process as you may need to refer to it multiple times.

Health, engineering, and trade occupations in general tend to run longer than standard professional assessments, particularly if an assessor requests additional evidence partway through.

How long is the validity of a positive outcome?

Most assessing authorities give a validity period of approximately 2/3 years from the date of issue, depending on the assessing authority and the occupation, but please refer to your outcome letter as this will give you the specific validity. The quote above applies when you are submitting your visa application and not when you are submitting your Expression of Interest. It is usually more economical and expedient to renew your visa prior to the expiration date when the validity of your assessment is long.

Frequent application problems that slow an application.

Most negative outcomes and delays in an Australia skills assessment, whether by authority, are due to a handful of mistakes.

If you select an incorrect ANZSCO code, it can make the most damage. The assessment authorities do not choose what job you do, it’s up to you to nominate; if you claim to be a plumber but are really a painter, it’s virtually a sure thing that you will fail. Likewise vague work history descriptions make it nearly as difficult, a reference that simply states you “worked as a manager” provides an assessor nothing specific to correlate with the work description.

Assessors cannot make an assumption of equivalence from a degree title alone and require additional supporting evidence, course syllabus or institutional accrediting of qualifications from less common or international institutions. The list is complete with missing or improperly certified translations, any document not already in English must have a certified translation with the translator’s registration information on it or it will most likely bounce back.

Documents You'll Typically Need

There are a number of document types that appear in most Australia skills assessment applications but the list is not exhaustive and depends on the authority and occupation that you are applying for. Academic documents take precedence, the certificate or transcript (if not in English, it will be translated and certified). Employment evidence is similar and typically a detailed reference letter describing your specific duties, date and hours worked, plus payslips or tax records if the authority requires financial proof.

Your current CV should complement your reference letters, and when it doesn’t, it can cause questions to be asked during the reading process, as more than most applicants realize. The basics are completed with identity documents your passport, a recent photo, and proof of any legal name change. Prepare supporting documents early if your qualification is from an alternate institution or from a less common field, course outlines or institutional accreditation may help an assessor check that your qualification is in line with Australian standards.

Where This Fits in the Bigger PR Picture

A skills assessment is not the end of the journey, it’s a step along the way. The typical process in General Skilled Migration is as follows: basic requirements (age, English, qualifications) are confirmed, skills are assessed, Expression of Interest (EOI) is submitted through SkillSelect, receive an invitation based on points, and then submit visa application (health and character). When the general rule of thumb is that most General Skilled Migration visas won’t go further than the Expression of Interest stage, it’s important to get started on that process early enough.A skills assessment is a critical requirement for most General Skilled Migration visas, and beginning early enough in the process is more important than most applicants realize.

Skills Assessment and the Points Test

It’s easy to confuse these two, but they serve different purposes. Your Australia skills assessment confirms your qualification and experience genuinely match your nominated occupation. The points test is a separate scoring system, awarding points for factors like age, English ability, and years of skilled employment, and you need a minimum score just to submit an Expression of Interest.

The two are linked in one significant respect: it is difficult to score points for skill for a job that does not yet have a positive skills assessment to back it up, because the skills assessment is what determines a job’s eligibility for skill credit. Getting your assessment sorted out early will help you know your actual points score well before you have to compete against an invitation round deadline.

Frequently Asked Questions

Process and Requirements

What is an Australia skills assessment used for?

It validates the skills and experience you claim in your nominated occupation and is a requirement for many skilled visas such as subclass 189, 190, 491 and 186.

Which authority assesses my occupation?

This will vary based on your career. Engineers Australia, ACS, TRA, ANMAC and VETASSESS are the pathways for engineers, IT and cyber security, trades, nursing and midwifery, and most other professional and general occupations respectively.

What happens if I choose the wrong occupation?

It’s one of the most common reasons for a negative outcome. Evaluating authorities do not choose what occupation you will apply for, so it’s hardly surprising that if your claimed occupation doesn’t match with your experience, it means it is time to go back to the drawing board and apply to a different occupation with a new fee.

Cost and Timing

How much does an Australian skills assessment cost?

The majority of these are in the range of $500 to $1,500 AUD depending on the authority. The cost of ACS is $1,498, Engineers Australia is $315 to $940 (depending on pathway) and VETASSESS is $1,096 to $1,205.60.

How long does the process take?

This differs depending on the authority. VETASSESS standard processing is 7 weeks, ACS is 4-6 weeks (no follow up requests) and the Engineers Australia timeline varies depending on pathway.

Validity and Points

How long is a positive assessment valid?

How long are the validity of a positive assessment? It typically lasts anywhere from 2 to 3 years from the time it is issued, but the actual expiration date can be found on your individual outcome letter.

Does a positive skills assessment guarantee my visa will be approved?

No. It’s just one of the criteria. Even then, meeting the points threshold, English, health and character requirements must be met before a visa is granted.

Can I claim points before my skills assessment is complete?

Generally no. Your skilled employment is usually assessed by a positive skills assessment before it can be counted towards your points score for most point-tested visas.

What documents does an Australia skills assessment usually require?

Academic transcripts, a comprehensive employment reference letter, current CV, identity documents and certified translations of documents not originally in English. Each authority and occupation has specific requirements.
